Thomas Belcher is a Senior Engineer and Assistant Director in the Vehicle Safety Policy and Partnerships Branch of the Department of Infrastructure, Transport, Regional Development, Communications and the Arts.

He has led a variety of Australian Design Rules projects including the safer freight vehicles changes for truck width, electronic stability control for heavy vehicles, occupant protection and other light and heavy vehicle braking requirements.

Thomas has worked in vehicle standards research and development roles since 2005, has contributed to the development of international standards through the United Nations World Forum for the Harmonization of Vehicle Regulations, and has a Bachelor of Engineering (Mechanical) from the University of Melbourne.
